Plan for off-line programming?

please help me get a card off-line as I can in Visual Basic incerted / Delpi … or another solution, because I receive SMS via GSM modem connected to the RS232, the SMS containing the GPS coordinates … Log and Lat … .. I need card offline so I can add to Visual Basic or Delphi to view these coordinates (((not Google Earth)
